We used one of those soil pellet kits to start our seeds and the instructions say to take the lid off when they have all sprouted. WELL the green beans are about to push the damn lid off and the green peppers haven't even popped up yet. Will it be bad for the seeds that haven't popped if I take the lid off now?

Are you ready to transfer the seedlings?
If so, take them out and put the cover back on the others. I think the germination for green peppers is longer than the green beans.

Not ready to transfer just yet but that makes sense. I can get some larger pots ready to transplant the green beans until it's warm enough to stick them outside. Poor things are huge.

You can put them outside now, beans don't even care if the soil is crappy as they add nitrogen to the soil anyway. Just keep an eye out for freeze warnings so you cover them up.
It's getting warm earlier than normal because of the mild winter.
My dirt is all gone.....I think I started something down here. There's 2 new 8x4's in one yard and another girl built 2 new 4x4's in her yard. Plus the one neighbor who already had a garden sent her kids over to empty out my last bed for her garden.

Sounds good I was gonna see if you still had any left. Also, where we are putting the bed's I now realize they only get morning sun but after that not so much. Should we move the bed's to a full sun area?

Should get 6 hours of full sun (morning or afternoon, but 6 hours) for anything like maters or peppers. Cooler plants like lettuces, beans, cucumbers will do better in a more shaded area come summer time.
Remember, the sun is still pretty low in the sky too.

We're under a frost warning for tonight but my greenbeans and cucumbers are planted outside. What all do I need to do to keep them alive?

Just use a sheet/tablecloth/plastic whatever you have available and cover the plants around dark, use rocks or whatever you have to weigh the corners down to keep the wind from blowing the cover off. Then uncover them in the morning once the sun comes back out. You just want it resting on top and draping down so the sides are covered as well. Don't flatten it.
Sometimes if it's going to be cold for days, I just leave them covered up. Makes a little greenhouse under the sheet so they stay comfy!
You can also buy what's called "row covers" from the nursery's etc. I have never bothered with them and just keep our old sheets for this purpose.
